Appearance
Chillyn, like all Arcosians in their first form, stands short. However, Chillyn stands shorter than average, by a couple of inches. Her flesh is purple and pink, her armor skin the color of bleached bone. All crystal-like domes on her body are black, shiny, and the insides look smoky. Her eyes are orange, and her horns curve around the side of her head like a ram. She is most usually seen wearing royal purple robes, lined with golden thread, that all rulers of Arcosian have worn (although, through the years, the robe has been recreated, as it fell apart with age. Chillyn is the first one to wear hers).

History
All Arcosians, shortly after birth, begin fighting for the dominance of kinship in their family. A physical affair that can last for a day, a week, even a decade or longer. It will only stop when either the other siblings are dead, or given up. In the royal family, it is uncommon for any sibling to back down; in almost every case, there is only one sibling left.
When Chillyn was born the runt of the royal family, it was believed that she would be the first to be killed. With little to no muscles, her two brothers easily beat her down in any fight, her own parents not even paying any attention to her. However, she was never killed, as it took only a little to down her, and her two older brothers would resume fighting each other. Evenly matched, it was five years, and neither had backed down nor been slain.
However, in that five year span, Chillyn began developing. Not in the body, as she'd hoped, but in the mind and ki. By this age, she was able to fend off her brothers, holding them at bay, but still not strong enough to gain their attention. It wasn't until she was 8 that she showed how strong she was mentally, picking up her brother telekinetically, and slamming him against a wall repeatedly. With one brother down, the other focused his full attention on her. Neither gained any ground.
It was another five years before Chillyn and her brother finally came to a conclusion: the match was even. With ki and telekinesis on her side, Chillyn was able to counter-negate any physical attack her brother threw at her. An agreement was made; for now, they would not fight.
Chillyn spent her time from then on mostly in the library, a place she'd already frequented often, but now practically lived there. It was here that she learned everything she could, using her powers to lift the books, five at a time, turning pages, simply running her hand over the pages to learn what information they held. She learned everything about etiquette, ruling, law. How to handle diplomatic situations, come up with solutions that would benefit all parties.
By the age of fifteen, two years later, Chillyn and her brother both found out that their parents had cancer, and would die a lot earlier than everybody had thought. Chillyn used her brother's depression against him, and slew him silently in the night. She buried his body in the royal burial ground, before returning to her own chambers.
The next day, when the populace had found what Chillyn had done, they were outraged. Rumors began spreading that Chillyn's parents didn't actually have cancer, that it was a plot by Chillyn to get rid of her brother, and that she'd poisoned them to ascend to the throne. Chillyn argued against this, stating that it was against the law to ascend to the highest position in a family by removing those on top; Arcosians were competitive, but they had their own sort of chivalry.
Things quieted down after a decade passed, and her parents were still alive, but sickly. Some people apologized for the accusations, others just went about their life. Still others felt that what happened in the royal family didn't matter, they were all tyrannical bastards.
However, another five years later, her parents passed. At the age of 28, Chillyn took the throne, and a new regime began. No longer would random killings happen, no more sudden law changes to solely benefit the ruler. This was a rule of Law, to the letter. And Chillyn felt that if someone were to be punished by death, she would not hide behind an executioner. She would dole out the punishments herself. Chillyn showed herself at functions, provided benefits to her people. Chillyn would do everything she could to make her people the best.
Chillyn was the most level headed ruler Arcosia would ever have. People loved her, and yet also feared her.
